Om rollen
Då vår nuvarande ekonomidirektör efter tio år hos oss går vidare till nya utmaningar söker vi hans ersättare.

Som ekonomidirektör får du ett övergripande ansvar för Lunds kommun-koncerns ekonomistyrning (budget, uppföljning, analys och rapportering), finansiering, bolagsstyrning, fastighetsstyrning, investeringsstyrning, strategisk lokalförsörjning, redovisning, inköp och upphandling.

Ekonomidirektören rapporterar direkt till kommundirektören och ingår i olika kommunövergripande ledningsgrupper, där du förväntas bidra till helheten med kommunens bästa i fokus.

Tjänsten är placerad i säkerhetsklass och en säkerhetsprövning med registerkontroll kommer att genomföras innan anställning. Anställningen förutsätter en godkänd säkerhetsprövning. I vissa fall ställs krav på svenskt medborgarskap för säkerhetsklassade tjänster. 

Huvudsakliga ansvarsområden och arbetsuppgifter:

- Leda och ansvara för de ekonomiska processerna: ekonomistyrning, finansiering, bolagsstyrning, fastighetsstyrning, investeringsstyrning, strategisk lokalförsörjning, redovisning, inköp och upphandling
- Agera som ett strategiskt stöd till både tjänstemannaledningen och den politiska ledningen i ekonomi- och budgetfrågor
- Vara en drivande kraft i kommunens utvecklings- och förändringsarbete
- Bidra till tydliga beslutsunderlag och säkerställa en ekonomiprocess med hög kvalitet
- Föredragande i kommunstyrelsen och ibland även i kommunfullmäktige
- Skapa förutsättningar för en resurseffektiv organisation och arbeta för att hela koncernen når en ekonomi i balans över tid
- Utveckla bolagsstyrningen i kommunkoncernen
- Omvärldsbevaka och samverka med andra kommuner
- Leda och utveckla avdelningens medarbetare (totalt drygt 45 personer)

Just nu pågår ett spännande utvecklingsarbete med att bygga framtidens förvaltningsorganisation i kommunen. Vi genomför bland annat översyn och bedriver utvecklingsarbete inom följande områden där ekonomidirektören har en betydande roll:

- Samhällsbyggnadsprocessen, med fokus på finansieringsmodell och ekonomiska analys i tidiga skeden
- Framtagande av förslag på styrmodell/-er som kan ersätta köp/sälj-förfarandet
- Ansvar och organisering av kommunkoncernens samlade fastighetsbestånd
- Förslag på hur tillkommande lokalkostnader ska finansieras framöver i syfte att skapa incitament för att sänka kommunens lokalkostnader

Vi söker sig som
Vi söker dig som har:

- Universitets-/högskoleutbildning med ekonomisk eller motsvarande relevant inriktning, alternativt annan utbildning i kombination med erfarenhet som arbetsgivaren bedömer likvärdig
- Tidigare erfarenhet som ekonomidirektör/-chef i kommunal erfarenhet på central nivå
- Flerårig chefs- och ledarerfarenhet, där personal-, arbetsmiljö och budgetansvar ingått
- Mycket goda kunskaper om budget- och redovisningsarbete på övergripande lednings-/koncernnivå
- Erfarenhet av större investeringsprojekt 
- Vana att samordna omfattande och komplexa planerings- och beredningsprocesser med ett stort antal intressenter inom en politiskt styrd verksamhet
- Vana att driva utvecklingsarbete och utveckla processer

Har du erfarenhet av bolagsstyrning inom kommunal verksamhet eller erfarenhet av styrelseuppdrag är detta meriterande, liksom kunskap om LOU och konkurrenslagen.

Som person är du strategisk och arbetar metodiskt och strukturerat. Du har en analytisk förmåga som hjälper dig att se helheter och att navigera i en komplex miljö. Vidare är du engagerad och intresserad av kommunens olika verksamheter och har förmåga att styra genom att stödja för bästa resultat. Du är en trygg och tydlig ledare som leder med tillit och som har förmåga entusiasmera, stötta och utveckla dina medarbetare. Tidigare erfarenhet av att leda chefer är meriterande.

För att bli framgångsrik i rollen krävs att du är kommunikativ och har god pedagogisk förmåga. Du är trygg att tala såväl inför, som med, politiker, chefer, näringslivsrepresentanter samt medarbetare och har förmåga att anpassa budskapet till målgruppen.

We are looking for a Director Business Control who will be responsible for all aspects of financial management and governance processes on behalf of the Next Chapter Systems Platform (NCSP) Strategic Programme. This involves working closely with internal and external stakeholders such as program management, finance teams, system integrator, and IT leaders to ensure that financial targets are met, risks are identified and managed, and opportunities for cost savings and efficiency improvements are leveraged.

What you will do
As Director Business Control NCSP Programme, you will:
Set-up the financial budgeting and reporting that ensures performance throughout the programme integrating progress & financial reporting to create early warning system for overruns. Drive MIS leveraging existing solutions considering standardisation and efficiency.
Manage financial controls, spend, forecasts, budgets and related analysis and decision making. Secure programme team understands financial model, budgeting, and their responsibilities with an agreed cadence.
Own and manage the business case of the programme incl. follow-up and reporting towards GFC, TLGB and auditors. Validate value drivers/pools for their link and impact on business operations and benefits.
Develop value scorecard and KPIs, educate key business owners how to measure value achievement with standard templates.
Drive Governance and decision-making processes for the Programme and for the relationship with the system integrator. Drive Change Review Board for changes impacting financial performance of the programme.
Own the commercial model with the System integrator on behalf of the programme. Participate in negotiating and enforcing contractual aspects, financial control and follow-up, to manage disputes and settlements.

Arbetsuppgifter

Camurus is now recruiting a Group Treasury and Risk Director to its head office in Lund. In this role you will have the responsibility to lead and enhance all day-to-day treasury operations for the organization as well as having the responsibility to develop short- and long-term strategies and prioritize and execute multiple treasury, cash and insurance management initiatives. You will be a key member of the finance leadership team and partner directly with the Chief Financial Officer and interact with many departments globally across the company.

Responsibilities and key tasks:

- Develop, implement and communicate cash management policies and procedures. Identify strategic needs based on a company-wide liquidity assessment. Evaluate and pursue best practices for funding needs and capital management
- Lead corporate cash-flow analysis and forecasting in anticipation of the company's daily cash needs and future flows to improve effectiveness of the funding process
- Manage and develop company insurances to cover company operations risks with the insurance brokers
- Execute the investment strategy consistent within the approved parameters and regulatory guidelines. Provide guidance on acceptable investment instruments and financial institutions
- Enhance controls and efficiencies of treasury/cash management, and recommend new banking/cash management products
- Assist in the development of strategic plans and tactical objectives for all debt and derivative back office activities, including bank delegations, transaction confirmations, and transaction settlements, while maintaining appropriate segregation of duties and linkage to accounting function
- Oversee debt and preferred investment covenants in accordance with banking agreements

- Manage hedging program for foreign exchange, commodities and interest rates
- Take a lead role in researching and recommending efficiencies and continuous improvements within the Treasury and Credit and Collection processes.


Professional experience and qualifications
You should have a university degree in finance and at least 3-5 years of experience in a similar role in an international multi-currency environment, preferably in a listed company or a private equity owned company. Knowledge of IFRS accounting principles is required and you must be fluent in spoken and written Swedish and English.

About you

• Experience from a large-scale research facility is desirable

Finance Operations delivers accounting and transactional services to meet internal & external reporting needs, in accordance with our group business control framework. We drive implementation of Finance global and local projects for entities in scope in collaboration with global teams and our outsourcing partners.
What you will do
As a member of the Finance Operations management team (within Group Financial Control) and reporting to Director Finance Operations, you will play a key role in securing the reporting compliance within Nordics as well as driving process efficiency. ·        Deliver Finance and Operational Supplier Management global process KPIs within the scope of the hub
·        Drive compliance with global processes & best practices
·        Adopt and drive continuous improvements within automation/analytics and WCM methodologies
·        Manage, coach and mentor process management to improve performance
·        Support Finance Hub Process Driver in different projects and transformation initiatives as well as keeping the Business Expert roles within Accounting complete, competent and efficient.
This position will be based in Lund and will work mainly with Tetra Pak’s Nordic legal entities, but you will also work closely with your colleagues in the other hubs and the global teams in different activities.
Who you are
To be successful in this position you have a solid finance and accounting background, as well as documented managerial experience. You also understand project management concepts and IT systems within Finance (preferably BOFC/SAP ECC and related systems such as VIM and Concur) including implementations of new processes and systems according to Tetra Pak methodology.
We believe you have a genuine interest in people management and are able to build and maintain successful relations with stakeholders. We also see that you have good analytical skills, an ability to learn on the fly and can drive change in a professional manner.
You have a University degree in Business Administration, Accounting or Finance and preferably a related post graduate qualification. You have good communication and presentation skills in English, both written and verbal.
