We work with four thematic areas within human rights: ‘access to justice’, ‘non-discrimination and inclusion’, ‘human rights and the environment’ and ‘business and human rights’. Since the early 1990s, we have cooperated with a wide range of institutions and organisations in Africa, Asia, Europe, Latin America and the Middle East, to advance the practical application of human rights around the world. Our cooperation is characterised by mutual trust, long-term commitment, and achievement of common objectives. Currently, we have offices in Harare, Jakarta, Lund, Nairobi, Phnom Penh, and Yerevan.

RWI’s Afghanistan programme is managed from Lund since 2021, and currently entails three components: The hosting of and support to the UN Special Rapporteur on the situation of human rights in Afghanistan; the hosting of/support to Afghan Research Fellows in Lund and online; and roundtables and conferences. For more information, see https://rwi.lu.se/afghanistan-programme/

Starting 2024, the programme will also include trainings for Afghan human rights defenders, among other new components, as well as an overall expansion in scope, which includes activities in Asia.

Programme Officer in the Afghanistan Programme

As RWI scales up its Afghanistan programme into a large, multiple-donor programme, the programme team in Lund, Sweden, will expand to be able to efficiently support research fellows and experts; implement activities in Sweden and abroad; and to manage budgets, risks, and results.

The aim of the programme officer position is to coordinate the planning, implementation and follow up of activities in the Afghanistan programme. The position is based in Lund, Sweden, full time and starting 1 Feb 2024. The contract is a fixed-term for one year, can be renewed and includes a probation period of up to six months.

RWI Afghanistan Programme call for research fellowship applications

RWI’s fellowships for Afghan scholars and professionals are a central component of RWI’s Afghanistan Programme, which among other aims to support Afghan scholars and professionals in continuing to pursue a career in human rights in the post-August 2021 setting. The programme also supports the production and dissemination of quality research on human rights and gender equality issues in Afghanistan, related expert and practitioners’ dialogue, and public outreach. In this, RWI hosts and collaborates with the UN Special Rapporteur (hereafter “UNSR”) on the situation of human rights in Afghanistan, who since September 2022 is a Visiting Professor at the Institute. For more details about RWI’s work on Afghanistan 2021-2023, see: https://rwi.lu.se/afghanistan-programme/

The purpose of the research fellowships is to enable Afghan researchers and scholars to conduct research on key current issues of human rights and gender equality related to the situation in Afghanistan, with a view to both expand and deepen the analytical knowledge base, and to inform public debate on these issues. The Fellows will directly be supporting the work of the RWI Visiting Professor and UNSR Richard Bennett in his mandate and research and publications agenda.

The fellowships may be undertaken onsite at RWI’s office in Lund, Sweden. There is also a remote option, which when possible will include visits to Lund. For both modalities, a supportive and conducive research environment will be provided, with access to RWI library resources, to diverse academic seminars and policy forums, and to a research community both among fellows, and with other scholars from RWI and Lund University (LU). All fellows will have the same academic and substantive support of an RWI mentor and of the UNSR.

RWI welcomes applications from candidates from a broad range of backgrounds of researching and working on human rights related to Afghanistan.

In terms of research areas, applicants are encouraged to review the UNSR’s reports with particular regard to the recommendations, in formulating research interests.

Apart from the qualification criteria listed below, RWI is committed to fostering diversity with regards to gender, ethnicity, and background in the selection of research fellows. Complementarity of research areas is another factor that may weigh into the final selection.

NB: The number of fellows selected is subject to confirmed funding at the time of the selection.

The Research Fellowship Programme

The purpose of the fellowships programme is to enable professionals/academics from Afghanistan to conduct focused research on human rights and gender related issues in a supportive and conducive environment.

With academic mentorship from the RWI Deputy Director of Research, and under the direction of RWI Visiting Professor, UNSR Richard Bennett, the fellows’ work and research will both aim to create quality research, and to directly support the work and research of the UNSR. The fellows will also be expected to help organize, and take part in, roundtables and seminars. These will allow them to both gain more experience, to contribute, and to more fully take advantage of the expertise and resources available at RWI, at LU, and in RWI’s wider academic and professional networks.

Based on each selected Fellow’s expertise and experiences, they will develop individual research plans in dialogue with the academic mentor and with the Visiting Professor, with a view to contribute to the UNSR’s research agenda.

Overall, Fellows will, in support of and as agreed with, the UNSR, take part in promoting and raising awareness of human rights in Afghanistan, and to informing discussions at the level of the international community, including at the UN Human Rights Council, on how to support the Afghan people under current circumstances. They will also, through their research, contribute to the deeper analyses of patterns and obstacles to the realization of human rights in Afghanistan as well as of promising practices and enabling factors.

Qualifications and Selection Criteria

This call for applications is open to all Afghan researchers and human rights professionals who meet the following eligibility criteria:

• Afghan National;
• Advanced degree in human rights or related area;
• Extensive experience working academically and/or practically for/with human rights;

The Raoul Wallenberg Institute is currently seeking candidates for the position of Post-doctoral researcher in Risk Management and Refugee Decision-making. The position is full-time, with start date as soon as possible. The initial contract will be signed for a period of two years. The position will be based in Lund, Sweden.
The research position is part of a larger project and a collaboration between the Raoul Wallenberg Institute of Human Rights and Humanitarian Law (RWI), the University of Copenhagen (UCPH) and The Division of Risk Management and Societal Safety, Lund University (LU).
The researcher’s primary responsibility is to the principal investigators of the project, Prof. Mo Hamza (LU) and Prof. Thomas Gammeltoft-Hansen (UCPH); the former will serve as main supervisor, the latter as co-supervisor. The researcher also coordinates with Dr. Matthew Scott, RWI’s Head of People on the Move thematic area.
Subject description and research project
Individual decisions of refugees regarding where to go, how to make a living, and how to secure a future for their children are the fundamental drivers of both the effectiveness of refugee protection and secondary refugee flows. The key objective of this research project is to gain a better understanding of refugee decision-making, in particular as regards refugees in so-called first countries of asylum, many of whom continue to face difficult choices whether to stay, move on or, in some cases, return. Theoretically, the project aims to combine insights from risk management theory and vulnerability studies in order to develop a model that allows for nuanced and quantifiable predictors of protection gaps, identification of vulnerable groups and predictors for secondary movement.
Main Tasks and Responsibilities
· Research within the subject area, including field work if travel conditions related to covid-19 allow
· Teaching in the second and third cycles of studies and training of professionals within RWI institutional strengthening programs, but up to no more than 20% of working hours
· Supervision of degree projects
· Active communication of research findings and activities through LTH and RWI outlets
· Actively seeking external research funding
· Contribution to RWI programs with a view to their development and implementation
· Collaboration with relevant actors and stakeholders in the wider society
· Administration related to the work duties listed above
The post-doctoral candidate will be part of a project team consisting of two senior researchers (based in Sweden and Denmark) and partners in two key countries of first asylum – Turkey and Lebanon. The post-doctoral candidate is expected to undertake research in line with the theoretical and methodogical framework set out by the overall project. The post-doctoral candidate will also be expected to conduct field work if travel restrictions allow, otherwise primary data gathering will be done remotely. The post-doctoral candidate is further expected to contribute to the overall coordination of the project.
Qualifications
A PhD in a discipline relevant to the subject of study, e.g. sociology, anthropology, economics, development studies, law, political science, risk management and systems theory.
Research experience and skills directly relevant to the project and the subject of study, namely refugee and migration studies, human rights, risk management, risk assessment and decision-making modelling.
Very good oral and written proficiency in English.

Appointment to a post-doctoral position requires that the applicant has a PhD, or an international degree deemed equivalent to a PhD, within the subject of the position, completed no more than three years before the last date for applications. Under special circumstances, the doctoral degree can have been completed earlier.
This is a career development position primarily focused on research. The position is intended as an initial step in a career, and the assessment of the applicants will primarily be based on their research qualifications and potential as researchers. Particular emphasis will be placed on research skills within the subject.
Merits
Profiency of Arabic, Turkish or other relevant languages for conducting relevant field work in first countries of asylum.
Professional experience in humanitarian operations, refugee resettlement, refugee/asylum case processing, etc.
